Phosphorylated Arrow (ARR) is recognised by Axin (AXN) which binds to it along with the rest of the 'destruction complex'. Dishevelled (DSH) is recruited to the cytoplasmic part of Frizzled (FZ/FZ2) and additionally forms an interaction with AXN. There is conjecture whether DSH first binds to AXN, helping to recruit it to the membrane, while the 'destruction complex' is free in the cytoplasm.
